The BSEE Offshore White Book Builder generates a vessel- and operation-specific Bureau of Safety and Environmental Enforcement (BSEE) regulatory reference PDF directly from the U.S. Electronic Code of Federal Regulations (ecfr.gov). Select your operation type -- Drilling Operations, Production Operations, Well Intervention, or Decommissioning -- and the extension fetches the relevant subparts of 30 CFR Part 250 plus four universal BSEE parts, assembles a complete PDF, and saves it to your Downloads folder.

Every generated Offshore White Book includes four universal 30 CFR parts required across all OCS operation types: Part 250 Subpart A (General Provisions), Part 250 Subpart B (Bonds and Insurance), Part 254 (Oil-Discharge Financial Responsibility), and Part 290 (BSEE Appeal Procedures). These are combined with the operation-specific subparts of Part 250: Drilling operations receive Subparts D, F, G, and J (drilling, completion, well operations, casing); Production operations receive Subparts H, I, and W (platforms, production safety systems, pipeline safety management); Well Intervention receives Subparts G, Q, and S (well operations, SEMS, safety devices); and Decommissioning receives Subparts Q, S, and X plus Part 256. Every fetch retrieves live text from the official eCFR API.
